Lures on the Lines

As I drive past the Jehovah Witness Hall on my way to work each day I am met with the site of a number of lures on the lines out front. The first time I encountered this I was mystified as to why so many lures were tangled on these lines, as the location is right on the main road, and a ways from the beach. It is not a location where you'd think people would gather to practice their casting. I initially assumed it was some sort of allusion to the fisher of men.

On closer inspection with a camera, I found that the lures are not accidental tangles, but deliberately placed with hangars. I have since been informed of their purpose.
